December 13, 2011 Meeting Minutes
(Minutes approved 1/10/12)

u Call to Order: The meeting was called to order by Sue Hadnot, Chairperson @ 7:00 PM
u Roll call: Gary Buehler, Gary Hoffman, Sue Hadnot and Will Geer, Devin Jackson and Scott Laird were in
     attendance.
u Additions to agenda:  None
u Approval of minutes: Motion was made and seconded to approve the meeting minutes from November
     8, 2011
. Minutes were approved.
u Treasurer’s Report: Two checks were issued since last meeting. Balance as of 12/8 is $660.30.

u Special Reports:    
          
MRFD
– Chris Newman updated the council on MRFD activities during the past month. MRFD has
            completed the fire safety  programs targeted to 1st and 2nd grade classes in local elementary schools.
            MRFD has acquired a new “tow vehicle” to be used to tow the very heavy hazmat trailer during
            emergencies. MRFD has also been able to secure a used aerial ladder truck for operations.


uOld Business:

 

1.      Sue brought up the fact that the Missoula BOC’s have given approval to the Alexandra Estates subdivision north of Lolo after a public meeting. The approval came over the primary objection  that the project would result in loss of agricultural land.

2.      Safety project on Highway 12: Attention was directed to communications received pertaining to the proposed safety enhancements on Highway 12. This proposed 2012 project will consist of improved signage to alert motorists of several “S-curves” on a section of road approx. 22 miles west of Lolo. Will Geer introduced a motion which was seconded by Devin Jackson that we send a letter to MDOT supporting this project. Motion carried.

3.      Subdivision Regulations for Lease or Rent Revisions Proposal (SLR):  Sue introduced Sterling Miller who was asked to update the council on recent efforts to modify or, in some way negate the impact of current subdivision regulations on individual property owners who wish to improve their property by adding a building that could possibly be construed as a dwelling. Sterling provided an overview of efforts to come up with legislation in the most recent legislature that would have limited the application of SLR. This legislation was designed to lessen the impact, financial and otherwise, on individual property owners wishing to build a guest house or other structure, while also recognizing the difference between this application and a true “subdivision”.  He indicated that, though Governor Schweitzer vetoed the legislation that came out of this years’ legislature, an effort will be made to pass similar legislation in the next session.  In his opinion, 53 of the 56 counties in Montana are interpreting the law differently than Missoula County. Sue, on behalf of the council, expressed an interest in being kept up to date with developments in this area of regulations and thanked Sterling for his report.

u New Business
 
  1. Sue introduced Mike Magone, Superintendent of Lolo School District, who shared his             vision of hosting and organizing the “First Annual Fall Motorcycle Ride and Exhibition” in late September of 2012.  He handed out a rough draft of possible activities that would be associated with such an event.  Mike’s opinion is that such an event would be good for the community and raise awareness of the  recreational possibilities unique to our area. In addition, it is expected that such an event would have  a positive economic impact on the community of Lolo. The council expressed support of efforts to organize such an event and offered to be engaged as a part of any committee involved in the  planning process.

u Committee and Community Reports:

  2. Traveler’s Rest - Loren Flynn, Park Manager, brought the council up to date with the latest activities at the park. Winter Storytelling will begin on 1/7 through 3/24. On 3/31 the park will be hosting the regional Holiday Fair. In addition, the park, in cooperation with 5 Valleys Land Trust, Fish wildlife and Parks as well as the Holt family are hoping to expand the “footprint” of the park through purchases of adjacent land as well as to purchase the property presently being leased on which the museum and offices now are located

uOpen Forum:

            Sue informed the meeting that she intends to invite Greg Robertson and/or Jason Meese to the
            
January meeting to discuss recent developments regarding the sewer district. Public Works now has              responsibility for this county function since the disbanding of  Lolo RSID 901.

             

uMotion to Adjourn

            A motion was made by Devin Jackson and seconded by Will Geer to adjourn the meeting.

            The motion carried and the meeting was adjourned at 8:55 PM
